Procurement Manager - 12 Month Contract

Leading promotional supplier and wholsale business based in Blackpool are looking to secure an experienced Procurement Manager to join their Purchasing team on an intial 12 Month Fixed Term basis covering in a period of maternity leave.

This is a key role within the business and focuses on ensuring the company's procurement and purchasing processes are adhered to, a standard procurement framework is followed by the business for all purchasing requirements, whilst spend patterns and values for purchases are timely and within budget.

Reporting into the FD, this is very much a doing role - buying (£10-15million) but also supplier management, pricing and contract management.

Key Responsibilities

  • The Purchasing Manager is responsible for ensuring effective supplier management process and procedures are in place when the business is paying third parties for goods or services. This includes, the purchase of raw materials, components, consumables, capital expenditure, maintenance contracts, insurance and company vehicles to name just a few.
  • Responsible for all buying activity for the UK sites, this includes raising purchase orders, maintaining stock levels, reacting to changes in demand and maintaining relationships with suppliers.
  • Through effective supplier management, identify and maintain the most effective and efficient cost and quality focused suppliers. Highlight to key stakeholders where these relationships and buying patterns are not supportive of group goals or requirements, and where possible supplier inflation can be negated.
  • Coordinate buying activity across the group through effective negotiation ensuring the best prices and terms are achieved with new and existing suppliers.
  • Develop, lead, and manage the standard procurement framework to be followed by the business for all purchasing requirements and activities, ensuring all users of the procurement framework are supportive of the process.
  • Provide purchasing analysis of all supplier accounts highlighting their KPI performance, including, but not limited to OTIF, Continuity of Supply, Quality and Annual Value.
  • Undertake continual review on all SLA's to assess their performance in line with agreements and ensure key stakeholders are aware of supplier performance and logistics in line with any procurement.
  • Forecast inventory needs based on forecast reports and other data, ensuring the stock levels are assessed and stock availability is consistent with buying patterns of core and non-core products and materials.
  • Inventory and Inventory provisions reconciliations and reviews.
  • Manage and support on all compliance related programmes - e.g. Valpak Submissions, Trade Effluent Consent and Environmental such as ESOS
  • Waste stream management for the UK Operations.
  • Support the business with its sustainability initiatives, helping the group to achieve its targets.
  • Develop and manage the standard process for Outsourcing, identifying and managing Outsourcing partners.
  • Line management of a Purchasing Co-ordinator, working effectively together as a team and setting clear goals and objectives aligned to the Purchasing team's strategy.
  • Plus any other ad-hoc activities.

Person Specification

  • A self-starter who can manager their own workload and deal with a variety of demands.
  • Confident and self-aware with the ability to communicate professionally.
  • Able to build and sustain long-term professional relationships both internally and externally.
  • Can identify and develop solutions to meet business needs and goals.
  • Good with data, ensuring accurate system information is maintained across products, suppliers, and stock.
  • Able to maintain performance and prioritise work in stressful and challenging circumstances.
  • Effective organisation skills to ensure priorities, goals and deadlines are met, and detailed work plan is produced for department and key stakeholders.
