Finance Manager - Council

Finance Manager

Based: East Lancashire area

Salary: up to £43k dependent on experience. Good benefits and stable business with future opportunities if desired

Our client is a well-known business in the East Lancashire area, operating in the public sector they are known for providing Council services throughout the local boroughs We are currently looking for a Finance Manager to join the business on a permanent basis, working closely with the Head of Finance and managing a team of 7 staff.

Role:

  • Managing, developing and leading a finance team of 7
  • Producing month end management accounts reporting pack
  • Assisting with preparation of budgets and forecasts with Head of Finance
  • Producing statutory accounts and leading on annual close down of accounts
  • Month end reporting - budget monitoring and business partnering with division Heads to gain full information needed
  • Completing government returns and improving year-end process efficiencies
  • Reviewing and creating business cases for major business investments
  • Proactively managing business cash flow to reduce cost of short term borrowing
  • Developing analysis tools to predict cash flow
  • Implementing and managing new procedures and processes within finance department
  • Liaising with team to establish debtors and creditors - ensuring cash collection is managed effectively
  • Ad-hoc project work with Head of Finance including being heavily involved in the implementation of a new accounting system

Experience:

  • ACCA/CIMA/ACA qualified highly desirable, strong experience QBE will be considered
  • Experience of managing a team is essential.
  • Experience of managing cash flow to reduce costs and producing complex statutory accounts highly desirable
  • Experience from local government/public sector would be highly desirable but not essential
